Americas Quarterly is a great initiative of the Americas Society/Council of the Americas. The Council has always provided a privileged forum for useful interchanges between policy makers, the private sector and opinion makers on hemispheric issues of mutual interest. The Quarterly initiative comes at a time when economic activity is in a boom in the Americas but policy and politics are in a state of flux and confusion. While most Governments continue to stimulate private sector led development, a few are falling back into heavy interventionism and statist temptations. Though there is a welcome renewed emphasis on social policies and anti poverty programs, effectiveness and quality of services are still an issue and advances in inequality and poverty reduction are modest. Bilateral and sub regional trade agreements prospects are uncertain and previous dreams of economic hemispheric integration appear to be frozen. I am sure that the Quarterly will be a great instrument to debate diverging views and to attempt to bring them closer in the pursuit of common purposes.
