Activists say recurring shortages of crucial drugs are partly due to administrative struggles at the national health ministry.

According to a new report released by the Joint United Nations Programme on HIV/AIDS (UNAIDS), a record 8 million people are now receiving antiretroviral therapy, thanks to increased domestic investment by low- and middle-income countries.
