Behind the Chilean “Malaise”

DESPITE YEARS OF ECONOMIC GROWTH, Chileans are frustrated. Inequality abounds, and young people feel stunted by high education costs. For example, a 2009 study found students in Chile’s largest loan program had an average debt-to-annual-income ratio of 174 percent. Statistics like these show a nuanced picture of Chile’s success.
