  2. The IDB has set up the “PRODEV” program, which assesses the region’s governmental institutional capacities. In 2009, “PRODEV” rated 25 LAC countries and on average, the resulting score was 1.9 out of 5, which is roughly equivalent to 38% readiness for implementing a results-oriented management approach. Similarly, the index of government effectiveness from the Worldwide Governance Indicators (WGI) project of the World Bank rated 18 countries in Latin America with an average score of 45.8%.
